S.3729 Includes Provisions for Managing Counterfeit Components

On October 10th, 2010, President Obama signed into law Act S.3729 authorizing the programs of the National Aeronautics and Space Administration for fiscal years 2011 through 2013.  Included in this Act are several provisions that deal specifically with Counterfeit Components.  Additionally Congress is requesting a Review of Procurement and Acquisition and requiring training for all employees associated with the supply chain for electronic components.

Oxygen Electronics use this bar code label on each and every product that is shipped from our facility. Data is collect during different parts of our process and aggregated onto this form after our goods inward inspection is complete.



Please note the following explanation of the data presented on this form:


Job #: Is a unique number created when a customer order is entered into our system. A job may have multiple line items or part numbers.

IO2: Is the Internal Oxygen Part Number which is also the purchase order or pick ticket for product supplied. Utilization of the IO2 number ensures lot traceability to our vendor and inventory item.

Internal: Is our customer’s internal part number.


Desc: Is the long description of the part that is being supplied.

At the bottom of this label we include the Country of Origin, Buyer’s Name, Customer Name and shipping method to facilitate our ability to sort and consolidate shipments on a daily basis.


The labels that we currently utilize are thermal transfer labels that will not dull or fade over time.

SiliconExpert Releases Report on Japanese Earthquake’s Impact on the Electronics Industry

25 March 2011 -- Today SiliconExpert Technologies releases a supply chain report on the impact of the March 11th Japanese earthquake and ensuing tsunami on the global electronics industry. The report analyzes over 150 manufacturing sites from electronic component manufacturers with locations in Japan. Damage assessments and product types impacted due to the earthquake and ensuing tsunami are also listed alongside confirmation reports from electronic component manufacturers.

The report’s findings show a large number of electronic component manufacturers reporting low to partial impacts to manufacturing facilities with impacts to product lines ranging from ceramic capacitors, transistors and diodes to flash memory and circuit modules. Reported estimates for recovery to full production levels range from a few weeks to several months. A select number of component manufacturers have also reported a high degree of damage to their manufacturing facilities with no concrete time estimates yet given for reaching a full recovery of their production capabilities.

“The human and economic impact due to the Japanese earthquake and tsunami is quite substantial. We will continue to assess the situation for the next several months to keep our customers and the electronics industry informed of the supply chain issues that are arising due to the situation at hand,” says Omar Ahmad, President & CEO of SiliconExpert Technologies.

X-Ray as a Tool to Identify Counterfeit Electronic Components

Utilizing X-Ray inspection can be beneficial in detecting counterfeit components during goods inward inspection for plastic components.  During X-Ray inspection the Die Size, Wire Bonding, and Die Frame are compared to ensure consistancy of construction.  While X-Ray inspection isn't a 100% guarantee that a component is authentic, when combined with other advanced inspection techniques, it provides a much higher level of confidence in the authenticity of a product.  This is particularly so for a product for which there is limited or no traceability to the component manufacturer.

In the following example X-Ray inspection was performed on an Agilet HCPL3101 (Datasheet and Photo of HCPL3101).  Evidence of the Die and Wire Bonding is evident in the center of the X-Ray Image.  Wire Bonding from the Die to the Pins is also evident and the non-connect pins are consistant with the MFG datasheet.

The second example of X-Ray inspection was performed on a MC14163BCL (Datasheet and Photos).  As this part is a Ceramic DIL package the beam power required to penetrate the ceramic body causes much of the inside of the component to be "washed out."  Very sophisticated and very expensive equiptment is required to be able to identify the Die Frame, Die, and Wire Bonding in the same image during X-Ray inspection.  The below images would lead the viewer to think there was no wire bonding between the Die and the Pins.  Despite the X-Ray images not showing this evidence, wire bonding and the die was discovered when the component was de-capped.

In the next example part number M5M51008BFP-70LLI (Datasheet and Photos) was inspected using an X-Ray.  In the below image it is evident that Pin 1 is a non-connect pin which is consistant with the manufacturers datasheet.

Japan Passive Components Update

Passive component manufacturers with facilities in Japan have posted the following updates on the affect of the earthquake and tsunami on their production capabilities. The situation is changing rapidly and further updates are expected.

Nippon Chemicon: The majority of production bases are able to operate but with reduced capacity due to rolling power outages. Four production bases are in the process of carrying out recovery works.

Rubycon: Two plants are operating normally and a third plant is about to resume operation following a damage assessment.

Panasonic: No damage reported to the factory manufacturing passive components.

Murata
  • EMI suppression filters & coils: Partial damage to building and equipment reported with electricity, water and gas out of service.
  • Piezoelectric products & SAW filters: No significant damage to the building but electricity, water and gas out of service.
  • Polymer capacitors: Unable to operate due to loss of power but no damage to plant.

Non-Japanese manufacturers are not reporting any immediate supply problems.

Counterfeit APT2X101S20J Recieved

Oxygen Electronics LLC recently recieved a delivery or Counterfeit APT2X101S20J carrying the logo of Advanced Power Technology.

During our goods inward inspection this part was quickly identified as counterfeit as it failed marking permenancy testing.  Microscopic inspection showed evidence of sanding.

  

In conjunction with Oxygen Electronics Quarantine program, and as our vendor was repeatedly warned that we would be performing very in depth inspection on these parts, these parts were subsequently surrendered to the Department of Homeland Security.

Warning: Suspect Counterfeit Part Identified: AD6645ASQ105

Yesteday, Oxygen Electronics received a rather large order of Suspect Coutnerfeit AD6645ASQ105 in our White Plains Office. The suspect parts were discovered during the External Visual Inspection as there was evidence of "reworked" leads.
Thorough testing including Marking Permanancy Test and Acetone Test were used to discover these suspect counterfeit parts. See photos below.

Marking Permanency Test & Acetone Test Comments

Marking Permanency (using 3 parts Mineral Spirits and 1 part Alcohol) combined with an Acetone test for Blacktopping are two common methods to determine if a electronic components has been remarked.

It should be noted that if a component fails either of these test there is a high degree of probabality that the part in question is counterfeit.  There are cases and examples that we have witnessed where Component Manufacturers have blacktopped and remarked their product but these examples are very rare.

As a rule of thumb, any part that does not pass the marking permancy and acetone tests illustrated below should be considered suspect counterfeit.

Marking Permanency Test Explained

Today's semiconductor counterfeiters are intentionally remarking failed, refurbished, or otherwise fraudulent components with part numbers that are in high demand.  A simple Marking Permanency test can be utilized.

There are a variety of Military Specification and generally accepted manufacturing standards that stipulate that component markings must be resistant to a mixture of Mineral Spirits and Alcohol.  (I won't bore the reader of this blog with those standards)

If the marking on a component does not stand up to exposure to Mineral Spirits and Alcohol it should be considered a suspect counterfeit components.  The following photo's show a part prior to exposure:

While the marking on this part did pass a marking permanency, it failed the blacktopping test shown in the next blog posting.

Acetone Test for Blacktopping Explained

Blacktopping is a counterfeiting technique, where the counterfeiter, takes components, sands them to remove the origional component marking, blacktops (or paints) them in order to hide the origional marking, and then prints them with fraudulent markings.

While the methods used to blacktop or paint the sanded parts is improving each and every day, many of today's blacktopped components can be discovered by vigorously applying acetone to the component in an effort to disolve the paint or other substances used to blacktop the product. 

The following two images are of a counterfeit part, prior to exposure to acetone.  Please note that in the microscopic image the mold cavity has the same finish and texture relative to the rest of the part.  This is a common indicator that a product has been blacktopped as the mold cavity should have a different finish and surface texture.
 

After exposure to Acetone, applied with a Q-Tip to the bottom of this part, it becomes evident that the bottom of this part has been resurfaced or blacktopped both by the change in the texture or finish on the bottom of the parts, as well as by the evidence of the paint used on the Q-Tip.  The following two photo's illustrate this example.




The final photograph, shows evidence of sanding, which is only evident after the blacktopping is removed.

With such strong quarterly results, Intel has broken records. Intel posted earnings per share of 59 cents, and had forecast earnings of 53 cents per share. Intel's data center group posted a 15% increase in revenue.

Another Suspect Counterfeit Part Identified: AT29C040A90PI

Today, Oxygen Electronics received a rather large order of Suspect Counterfeit AT29C040A90PI in our White Plains Office. The suspect counterfeit parts were discovered during Visual Inspection as the part markings were not consistent with Atmel PCN SC024001.
The product that was received had identical part markings and date codes, but the parts failed the X-ray Inspection with different die sizes, different die frame sizes, and also different wire bonding.

Oxygen Electronics recieved a small quantity of Suspect Counterfeit IDT72103L50J in our White Plains facility.  This counterfeit product was discovered as there was evidence of Blacktopping and this part failed our X-Ray inspection.

The product that was recieved had identical part markings and date codes, while the internal construction was very different.  Please note the following X-Ray results from our inspection.

Another Seller of Counterfeit Stopped!

In a press release dated September 14, 2010 the U.S. Department of Justice announced a 10-count indictment which charged the Owner and an Employee of VisionTech Components in the alleged importation and sale of counterfeit integrated circuits.

According to data reported by SIA (Semiconductor Industry Association), global semiconductor billings grew from $76.34 for the first five months of 2009 to $115.66 Billion for the first five months of 2010.

Data reported by SEMI (Semiconductor Equipment and Materials Internationl) shows the Semiconductor Equipment Book-to-Bill ratio (3 month moving average) continues to stay in positive territory for an 11 consecuitive month.

Global Semiconductor Shipments Show Rebound

Global Semiconductors Billings - 3 Month Moving Average as Reported bot the SIA (Semiconductor Industry Association on http://www.economy.com/ shows a rebound to levels never seen before.

As shipments continue to increase, Oxygen Electronics is seeing more and more cases of allocation, long lead times, and lost stock.  While these market conditions are surely caused by increased demand, the feeling at Oxygen is that this is a supply driven market as we are seeing more and more price increases.  Provided a rebound in the global economy our feeling is that the supply driven shortage will be followed by a demand driven shortages.

Recommendations to clients and staff is to make purchasing decisions quickly as to take advantage of inventory available today.

Freight and The Iceland Volcano

As everyone is well aware the Iceland Volcano has filled the skies over Northern Europe with a ash causing a significant amount of airspace to be closed.


After speaking with our International Sales representatives at FedEx and UPS, I have learned that contingency plans are in place and are working. FedEx is utilizing the Madrid airport and trucking services to facilitate deliveries as the Ash Cloud disburses.

I have also been told at both FedEx and UPS are suspending services with Freight Forwarders and focusing their efforts on serving their core clients. Recommendations were to NOT stop shipping or delay shipping as it is important to get product into the pipeline to ensure timely delivery.

X-Ray Analysis to Identify Counterfeit Components

One of the many techniques used to identify and discover counterfeit electronic components is X-Ray Inspection.  Oxygen Electronics has onsite a Nicolet NXR1525 X-Ray Inspection System. 

By comparing the internal structure (of a homogeneous sample, same date & lot code) of electronic components certain types of counterfeit parts can be discovered.  The "blatant fake" counterfeit devices exhibit vast differences in internal structure including, but not limited to different Die Frames and Different Wire Bonding.

The following example is a SSW524 where were identical date and lot code packaged on tape in reel.  Note the drastic differences in internal structure.  Additional comparisons to a data sheet revel pin-out discrepancies.

























Another example of a potentially counterfeit device is SAA1029.  During X-Ray inspection different internal Die Frane Construction was noted on parts that had identical date and lot codes.
